The West Eugene Wetland Mitigation Bank Program operates under an agreement between the Oregon Department of State Lands, Oregon Department of Environmental Quality, U.S. Army Corps of Engineers, U.S. Environmental Protection Agency, U.S. Bureau of Land Management, U.S. Fish and Wildlife Service, and the City of Eugene. The Memorandum of Agreement (MOA) establishing the Bank was signed in 1995.
This is the fifteenth annual report required as a condition of the MOA that established the West Eugene Wetland Mitigation Bank (Bank). This annual report serves two primary purposes: 1. To fulfill the technical reporting requirements identified in the MOA. 2. To provide a broader view of the Bank’s operations and accomplishments for a general audience who view the Bank as a model project in Oregon and the United States.
